To the Honorable President and Members of the Parish Board of School Directors of the Parish of St. Landry, Lolisiana The petition of the undersigned rty tax-payers of Opelousas ol District No. 1, 1st Police Jury Ward of the Parish of St. Landry as created and defined by a resolution of the Board of School Directors of said parish, passed on the 6th day of April, 1909, and being and constituting one, fourth of the property taxpayers eligble to vote at such election, respectfully pray that your Honorable Body, acting within and under the authority of the Constitution aud laws of Louisiana, do order that a special election be held, in the manner required by law, for the purpose of determining whether or not additional debt shall be incurred and bonds issued therefor as hereinafter set forth. Petitioners pray that at said election your Honorable Body do submit to the property tax-payers of said Opelousas School District No.

1, 1st Police Jury Ward, entitled to vote at said election, the following proposition, to-wit: To incur additional debt and issue bonds to the amount of Fourteen Thousand Dollars out of Twenty Thousand Dollars of the surplus tax remainin! from the tax voted at the special school tax election held in said district on the 20th day of June, 1912, after previding for the payment of the $65,.00 of bonds and interest thereon, already funded from said tax; said bonds to run not longer than ten years from date and to bear interest not exceeding five per cent per annum, payable annually, for the purpose of sup- 1 olementing the fund already on band 1 fo be used in the construction and equipment of the central school build- 1 ing now constracted for and soon to be erected in the city of Opelousas, title to which shall vest in the public. McKinney. The following resolution was offered a by Mr. H. D. Larcade, who moved its adoption.

RESOLUTION. Whereas there has been filed with this Board a petition signed by one fourth of the property tax-payers of Opelousas School District No. 1 of the 1st Police Jury Ward of the Parish of St. Landry, eligible to vote at said election, praying that a special election be ordered in and for said Opelousas School District No. 1 of the first Police Jury Ward of the Parish of St.

Landry, at which shall be submitted the following proposition, to-wit: To incur additional debt and issue bonds to the amount of Fourteen Thousand Dollars ($14,000.00) out of $20,000.00 of the surplus tax remaining from the tax voted at the special tax election held in said District on the 20th of June, 1912, after providing for the payment of the $65,000.00 of bonds and interest thereon already funded from said tax; said bonds to run not longer than ten years from date, and to bear interest not exceeding five per cent per annum, payable annually for the purpose of supplementing the fund already on hand to be used in the construction and equipment of the central school building now contracted for, and soon to be erected in the city of Opelousas, title to which shall be vested in the public. And whereas, in the opinion of this Board such special election is necessary and advisable, Be it resolved by the Parish Board of School Directors of the Parish of St. Landry, as follows: Section 1. That a special election be and the same is hereby ordered to be held in Opelousas School District No. 1 of the 1st Police Jury Ward of the Parish of St.

Landry, on Wednesday the 16th day of April, 1913, at which shall be i thle To incur additional debt and issue bonds to the amount of $14,000.00 out. of $20,000.00 of the surplus tax remaining from the tax voted at the special school tax election held in said District on the 20th day of June, 1912, after providing for the payment of the of bonds and interest thereon, already funded from said tax; said bonds to run not longer than ten years frogdate and to bear interest not exceeding five per cent per annum, payable annually, for the purpose of supplementing the fund already on hand to be used in the construction equipment of the central school building now contracted for and soon to be erected in the city of Opelousas, title to which shall vest in the public. Section 2. That the Secretary of this Board be and he is hereby instructed to have prepared for the use of said election a sufficient numbcr of ballots, on each of which shall be printed all the proposition mentioned in Section 1 of this resolution, arranged in such manner as to enable the voters to vote on each one separately, and in the following form: PROPOSITION. Taxable valuation $--Signature of voter Notice to Voter-To vote in favor of the proposition submitted on this ballot place a cross (X) mark in the square after the work "Yes," and to vote againat it place a similar mark in the square after the word "No." And the Secretary of this Board be and is hereby instructed to have prepared for the use at said Special election all necessary ballot boxes, tally sheets, lists of voters, assessed valuation of property, and complied statetents of voters in number and amount. Section 3. That the polling place for said election shall be at Opelousas, it the Courthouse, and Felix Chachere, Percy Dunbar and W. B. Prescott are appointed commissioners aud Lee Gil of election to serve at Opelousas, all of whom shall serve without And said election shall 3e conducted under the laws of the itate applicable thereto.

Section 4. The President of this Board is hereby instructed to give iotice of the special election herein )rdered by his proclamation to be pubished according to law; and in said proclamation he shall announce that at e.n o'clock, a. April 19th, 1913, this Board will meet at Opelousas, and open session proceed to open the allot boxes, examine and count the )allots in number and amount, examine md canvass the returns and declare he result of the election. On roll call the following members roted in the affirmative: Daly, Perkins, Larcade, Guidry, Bouireau, Hawkins, Carriere, Baker, Fontenot, Lyman, Dejean, Fogleman. In the negative: None.

Thompson, who being first by me duly sworn, declared and acknowledged, that he was on the 18th day of March, 1913, and is now Secretary of the Par- ish Board of School Directors of the Parish of St. Landry, and that the above and foregoing is a true and correct copy (or extract from) the minutes of the Special Meeting of the Parish Board of School Directors of the Parish of St.

Daly, President of 1 said doard, hereby give notice that in compliance with said resolution, a special election will be held in Opelousas, School District No. 1 of the 1st Police Jury Ward of said Parish of St. Landry, on Wednesday, the 16th day of April, 1913, for the purpose of submitting to the property tax-payers, qualified under the Constitution and Laws of the State of Louisiana to vote at said election, the following Proposition, to-wit: To incur additional debt and issue bonds to the amount of Fourteen Thousand Dollars out of Twenty Thousand Dollars of the surplus tax remaining from the tax voted at the special tax election held in said District on the 20th day of June, 1912, after providing for the payment of the $65,000.00 of 4 bonds and interest thereon, already funded from said tax, said bonds to run not longer than ten years from date and to bear interest not exceeding five per cent per annum, payable annually, for the purpose of supplementing the fund already on hand to be used for the construction and equipment of the central school building now contracted for and soon to be erected in the city of Opelousas, title to which shall vest 4 in the public. For the purposes of said special election the polling place shall be at the Courthouse at Opelonsas, and Felix Percy Dunbar Chachere, and W.

B. Prescott have been appointed commissioners and Lee il appointed clerk of'election to serve at the polling place at Opelousas, all of whom will serve without compensation. At said special eleetion the polls will open at seven o'clock a. and will close at five o'clock p. and the election will be conducted in accordance with the laws of Louisiana applicable thereto.

Notice is also given that at 10 o'clocka. on Saturday, April 19th, 1913 the said Parish Board of School Direc tors of the Parish of St. Landry, will meet at Opelousas and in open sessession proceed to open the ballot boxes, examine and count the ballots in number and amount, examine and canvass the returns and declare the re- 1 suits of said zi 0. We, the undersigned authorities, do hereby certify that the foregoing and attached list of names contains the names of one fourth of the property tax-payers in Opelousas School District No. 1 of the 1st Police Jury Ward of the Parish of St Landry, eligible to vote at the special election as prayed for in the attached and foregoing petition. S. S. to obtain an extension of the Port Barre Branch of said railroad as more I fully stated therein, is signed by I more than one-third of the prop- I erty taxpayers of said ward I qualified to vote at such an elec- tion under the constitution and laws of this State. The petition of the under- signed tax payers, and as such t4 duly qualified voters of the Fourth Police Jury Ward of said parish, with respect represents: That petitioners are now as- I sessed tax payers of the Fourth Police Jury Ward of the Parish IN of St.

Landry, and were such during the year 1912; that they I constitute more than one-third I of the tax payers of said Fourth Police Jury Ward duly qualified to vote at an election to levy a A special tax; that in view of the benefits that would accrue to the citizens of said Police Jury Ward by the extension of the Port Branch of the Morgan's Louisiana and Texas Railroad and Steamship Company from Port A Barre in a northerly direction so as to pass within one-half of a mile of the Texas Pacific depot ii in the town of Palmetto in said ward and to intersect the line of division between the parishes of St. Landry and Avoyelles in said ward, a special election should be ordored to take the sense of the property tax payers of said Fourth Police Jury Ward of the Parish of St. Landry, Louisiana, entitled to vote at such an election, to determine whether or not a special tax of four (4) mills on the dollar or as much thereof astmay be necessary, be levied on all of the taxable property situated in said Fourth Policee Jury Ward of the Parish of Sit. Landry, Louisiana, for a (10) years beginning with the year 1915 and ending with the year 1924, both inclusive, to raise the sum of Seven Thousand Five Hundred Dollars ($7,500) for each of said years, that is to say the sum of Seventy-five Thousand Dollars ($75,000) for the whole of said period, or as much of said yearly or total amount as said four mill tax will yield, in aid of the said Morgan's Louisiana and Texas Railroad and Steamship Company, a corporation chartered by the General Assembly of the State of Louisiana and domiciled in the City of New Orleans, said State, or its assigns, to encourage and procure the construc- a tion of said extension of said branch of said railroad; that said tax shall be voted on the follow- ing conditions, to-wit: 1st. That said extension be completed from the present terminus of said branch at Port Barre, Louisiana, to said line of division between the parishes of St Landry and Avoyelles, on or before January 1st, 1915, provided that in the event of overflows, quarantines, epidemics, strikes, lockouts, panics and litigation of any and all character, and more especially litigation for the necessary right of way, which may reard the completion and construction of said proposed extension, beyond the control of said Morgan's Louisiana and Texas Railroad and Steamship Company, then and in that event there will be added to the period for the completion of said extension above set forth, a further delay equal to the time during which the construction of said extension was thus unavoidably delayed: 2nd.

That no part of said tax shall be collected, nor shall the proceeds thereof be paid over to said railroad company or its asrailroad shall be completed betioned. Wherefore, petitioners pray that a special election of the property tax payers of the Fourth Police Jury Ward of the Parish of St. Landry entitled to vote at such an election, be ordered to be held in pursuance to the constitution and laws of the State of Louisiana, for the objects and purposes hereinabove stated; and as in duty bound your petitioners will ever pray: Ira J. That no part of said tax shall be collected, nor shall the proceeds thereof be paid over to said Railroad Company or its assigns, until the extension of said railroad shall be completed between the points above mentioned. Section 2. That said election shall be held throughout said ward on Saturday, the 26th day April A. 1913, within the hours provided by law, towit: from six o'clock in the forenoon until seven o'clock in the afternoon, and in accordance with the general election laws of this State in so far as they may be applicable. Section 3.

That the ballots to be used at said election shall be printed in the form prescribed by the general election laws of this State and shall have printed thereon the following propositiont Proposition to whether or not a special tax of four (4) mills on the dollar or as much thereof as may be necessary, shall be levied annually on the assessed valuation of all the taxable property in the Fourth Police Jury Ward of the Parish of St. Landry, State of Louisiana, for a period of Ten (10) years beginning with the year 1915 and ending with the year 1924, both inclusive, to raise the sum of Seventy-five Hundred Dollars ($7,500) for each of said years, that is to say the sum of Seventy-five Thousand ($75,000) for the whole of said period, or as much of said yearly and total amount as said four mill tax will yield, in aid of the Morgan's Louisiana a Texas Railroad a Steamship Company, or its assigns, to be paid as a bonus to said Railroad Company to aid in and to encourage and procure the construction of an extension in said ward of its Port Barre Branch railroad from Port Barre in a. northerly direction so as to pass within one-half mile of the depot of the Texas rYE a Pacific Railway Company in the Town of Palmetto, and to intersect the line of division between the parishes of St. Landry and NO Avoyelles, in said ward, said tax to be levied and said payments made on condition that said extension be completed in the direction and between the points aforesaid on or before Jauuaary last. 1915, provided in the event of overflows, quarantines, epidemics, strikes, lockouts, panics and litigation of any and all character, and more especialLv litigation for the necessary right of way, which may retard the completion a construction o0 said proposed extension, beyond the control of said Railroad Company, then and in that event there will be added to the period for the completion of said extension a 0o set forth, a further delay equal to the time during whiatch the construction of said extension was thus unavoidably delayed; and on the farther condition that no part of said tax shall be collected nor shall the proceeds thereof be paid over to said Railroad Company or its assigns, untiu the extension of 'said railroad shall be completed between the points above mentioned.

Landry are hereby requested and directed to take charge of said election, to appoint three Commissioners and one Clerk of election to serve at easch of said polls, to give due notice of such appointment, to proclaim and publish the time, place and purpose of said election, and in due course to make returns thercof to the Police Jury, which 4 shall announce and promulgate the re- I sult of said election, all in accordance with the law in such cases made and provided. Section 7. That the said Board of Supervisors shall have printed in accordance with the general election laws and with this ordinance, the requisite number of ballots, tally sheets, cards of instruction, lists of i voters and compiled statements, which I shall be delivered to the Sheriff to be transmitted with the ballot boxes and poll. lists to the Commissioners of election at the respective polls. Section 8.

That the Clerk of Court and Ex-officio Registrar of Voters of the Parish of St. Lndry be and he is hereby requested and directed to deliver to sid Board of Supervisors of ti.orst etmaitsatr preetiwet, together with the valuation of each xpayer's property as shown by the assessment roll last made and ftle prior to the date fixed for said- Section 9. That the Commissioners of election at each poll shall receive the ballots of all property tax payers of said ward entitled to vote at their respective polls in said election under the Coastitution and laws of this State. Such tax payers shall possess the requisite poll tax qualifications and shall be registered voters of said ward, except women property tax payers thereof, who may vote withiout registration, either in person or through their agents authorized in writing, provided that they possess the age and residence qualifications required of men. When the polls shall have been closed, the Commissioners shall count the ballots and make returns of the votes cast both in number and in amonnt of assessed valuation of property of those who voted for said tax proposition, and of those who voted against the same, Said returns shall be made in triplicate and one set shall be delivered to the Police Jury of the Parish of St.

Landry. another to the Board of Supervisors of Election thereof, and the third shall be delivered together with the ballot box to the Clerk of Court of said parish to be preserved by him according to law. Section 10. That this ordinance shall be published in the St. Landry Clarien, the official journal of this parish, for the full period of thirty days previous to the date fixed for the holding of said election, and that for good and sufficient reasons this ordinance shall take effect from and after its passage.

The tax to be levied and lected and the annual amount shall not be paid to the said LOUISIANZ TRACTION AND POWER until the said Electric Iaterurban line shall have been built and in operation and the other conditions hereinabove set forth shall have been complied with. 5th. It is understood, however, that any extension of the Electric Interum ban Railway line in question after reaching the points herein abo's named, shall in no wise affect the tax herein provided for, it being simply the purpose to predicate the imposltion and collection of the tax upon the electric interurban line being eonstructed between the points hereinabove named, but which may be continued to reach other points. 6th. That should said LOUISIANA TRACTION AND POWER COMPANY desire to avail itself of the right to collect the amount of the tax voted in favor of such railway enterprise, it shall as evidence of this intention and its good faith, deposit within four months from the day that the result of the election has been duly promulgated and declared to have resulted in favor of the proposition submitted, in a bank which shall then be a fiscal agent of the pariah of St.
